Mikatan Blog is such a cocktease sometimes. Even though there's no way at this point for anyone to order any more of Cheerful Miku figma, they proceed to parade it around on the blog like it's going to change anything. Doesn't really make any sense to me but maybe someone else can explain the meaning behind it all? :P
I think you pretty much nailed it, they do it to tease and harass XD Maybe so you'll regret having not gotten her and thus force you to scoop her up in a hot second when they re-release her in the future? *shrug*
